Needless to say, every law is enforced (or left unenforced) by someone. What the “rule of law” really means is that power has no final destination. For every person who can enforce the laws with regards to others, there’s someone who can enforce the law upon him.

In use

The law is sufficient, that is, to continually generate hypotheses of the law’s emergence and revised terms of its evolution, to maintain its divine sanction while reducing that sanction to maintaining the collegiality and accountability of its interpreters and the inexhaustibility of the shared text.

Generally honor cultures exist where the rule of law is weak.
