Fast forward to today, and it becomes "a strong democratic regime," which is ridiculous, and he doesn't even try to explain how that would work. A democratic regime in which everyone agrees with him on debt, and the rich don't exploit that system in anyway. Then he cuts some corners in his discussions of what makes for successful economies--he doesn't just stick to the right position on debt, but dumps a progressive wish list onto the regime he imagines.
