Religious/ Secular, Civil Society/ Formal Government.
All the civil society institutions are effective because they have allies within the governing institutions--in most cases, a majority, in some an overwhelming majority. (The civil society path may have been taken in the first place because of perceived opportunities to leech onto the governing institutions without having to take responsibility for the results.) The only exception seems to be the military. In Eastern Europe maybe the welfare state is not so developed, and educational institutions may be in traditional hands--I don't know. This confirms your analysis, but I would add that a very substantial culling and restaffing of the governing institutions must be part of a restoration of secure government. The restaffing is the hardest part--preparing for that is part of the purpose of an absolutist "movement."
