Desires are results of participating in a tradition, and in expressing their individual preferences people are mostly unaware of the various traditions they are essentially vehicles of, much less how those traditions are being perverted, politicized and weaponized now. We can become more aware of this, though, even if never completely. If people were to become increasingly aware of how they are bound by traditions, their "preferences" would be "worth" more, and one of the sovereign's main jobs would be to recognize (or refuse to recognize) various traditions, helping people become more aware of and better able to carry forward their traditions.
