Yes, but that's a lot of people giving out a lot of "titles" (and revisiting and revising them regularly, presumably). I agree with you regarding the basis for the awarding, and ultimately delegates of the sovereign should be responsible, but I also think composing algorithms will be part of the process--the delegate, and of course the sovereign, would have the right to override an algorithm, of course. But this would depend on making the algorithms sufficiently sophisticated and attuned to virtue. There might be a lot of people interested in working on that.
